I would translate Romans 3:21 and 22 as saying this:
"But now!!!!! An apart-from-law righteousness which God freely gives has been manifested. Yet, it has always been there, and the Law (Genesis 15:6) and the Prophets (Habakkuk 2:4) bear witness to it— the righteousness of God through faith in Jesus Christ for all who believe."
